President Uhuru Kenyatta: State of the Nation Address before departure to ICC

President Uhuru Kenyatta appointed Deputy President William Ruto as acting Head of State for the days he will be out of the country to attend the ICC Status Conference slated for October 8, 2014. That way, Uhuru will be appearing at the court as a private entity and not a sitting President/Head of State at the time of the said conference.
